Is a .php website engine that has filtering just like Excel?
I would like to know if I could create a list of things, and then being able to filter out those things easily, just like in Excel but only difference is that only I can edit/add new items and others can only filter.

As for prebuilt pages or controls out there...not sure. You'd still need a database to hook up to either way though, too.

if op is not a developer, I'm wondering if Google drive or Microsoft skydrive would work for this. OP could create an excel file online. Share it and let others copy and filter the data.
