Issue with Catalyst Control Center!!

Basically when I try to click the "maintain aspect ratio" in my "Digital Flat-Panels properties", the option is grayed out, now supposedly the fix to this is to switch your 1920x1080P (native) resolution to a lower resolution, and then repeat this process, the option is now selectable, and then you're supposed to change your resolution back to normal. However, all I get is centered black bars in game, and have no idea how to fix it, I have been looking around the internet for a solution and cannot find one ! All help will be greatly appreciated!

Check the catalyst control center, hit about and tell us what version you have.
What kind of monitor is this *brand* and year model ?
What is the refresh rate on the monitor ?

To me it seems like the refresh rate is abit too high along with the resolution.
Which is why you get some distorted garbage while starting up and playing a game or software media suite.
