I am graduated from a 2 year degree in networking and I want a taste of programming. I have also found the 2 year degree not enough but it might be the area. could I get away with going to a tech for another 2 year in programming or would it be much more effective to go to a university? It seems many of the jobs require a BS.

Depends on the school and the ability of the person teaching it. I have found the best resource for learning when it comes to languages, is to MCSE and A+ courses at a local technological institute, and did very well, except for programming. For that, I attended University, picked up hundreds of books, are read for what seemed like years, asked countless questions and made many mistakes. In the end, it is worth the sacrifice.

my long term goal is to do some game programming. Although my dream is to be a chip designer but that maybe out of the realm of possibility.
