How can i realy mod my desktop

ok i know a few minutes ago i posted this on a big forum. So im just going to start on becuase i really want to know. HOw can i mod my desktop like i have sence others like jaksbac. ANd make the icons circle. and change them around like that i really am interested as to know how the **** someone can do this.

do a google for windowblinds...that's what i use...doesn't use much system resources and works good.
