A fresh install. I'm assuming you formatted your drive first.
Make sure you download and install all the drivers for your motherboard. Also make sure that you install the latest drivers for your graphics card. Optionally, try installing an older version of the drivers to see if they work better for your motherboard/graphics card combination.
Go through the options for your game(s). Try fiddleing with the settings to find the optimum blend.
Find a good BIOS guide and make sure that your BIOS is set up right.
Unless he added it in afterwards, playing music along with FRAPS, and Oblivion with the detail high only makes it worse. Try running ONLY Oblivion and press the tilda key (~) to bring up the console. Type "tdt" without the quotes. That will display the FPS in the upper right corner of the screen.

ya ive just tried it by reinstalling again and closing everything except the video card control panel and used the tdt still drops to like 11..ill just exchange the game at eb..
It would work best if you rebooted, and didn't open ANYTHING but Oblivion. Anything. Xfire, Ventrillo, AIM, Firefox/IE/Opera. None of it. No performance monitors, nothing. If it still lags bad, turn down the friggen detail! Oblivion is one of the most intense games for a computer at max.
