Disable / Block Refresh Data in Excel 2003

I have monthly excel refreshable reports that I save at the end of the month to keep for review. When I save the copy of these reports I want block anyone from refreshing them ever again. I don't want protect the workbooks or do a copy and paste special to new workbook with formats and values only. How do I block/disable Data Refresh. Please help

Can you copy and paste values into the same workbook so that the formulas no longer pull the external data? Otherwise every time the document is open excel is going to pull data from external sources unless A)you paste the values so that the formulas no longer exist B)put the document in a location so that the formulas can't access the external data.
