Windows 10 build not working

I was in the insider program and wanted out. Once a selected to leave program, windows 10 reverted but now doesn't work. I can get to the desktop but that's it. My problem is I'm trying to reset the computer from the motherboard however, removing the CMOS chip and resetting the jumper is not working. I'd like to reset the computer to factory, any ideas on what to do now?

There is nothing to reset. Clean unwanted content and install what You want. That's it, what You should to do.
If Windows 10 OEM was already pre installed in factory, most likely You have to install Windows 10. If was not so, install what ever You desire.
Why BIOS not working, if it is true, what You told, don't know. Windows version isn't related with BIOS in any way.

That's the problem. Nothing works on my computer anymore. Windows 8 was the original OS. My computer won't let me uninstall anything, no command prompt, no recovery tools. Nothing

Why You should something uninstall? Simply boot from external drive (if You don't have, download what ever Linux and run it). Move Your important files and then simply wipe disk or partition, if it is HDD, reformat and instal new Windows.
If it is SSD, simply format and instal what You want.
If it isn't possible, boot to BIOS and restore default settings and try again.
If even then not possible, find some specialist, who helps.

Create a bootable flash drive with Windows 10 on it using the Media Creation Tool from MS:
https://www.microsoft.com/en-us/software-download/windows10

Then install over top of your existing WIndows install. If you choose to install without reformatting, then it will move all of your files to C:\Windows.old and will allow youto move your docs back to the working install of Win10.
