I sold something I eBay

and buyer filed dispute w/ paypal feb 10th
so paypal held the money
I called, no luck. said it might take up to 30 days to get it sorted out

now I woke up, checked e-mail
said buyer filed a chargeback w/ his credit card company
this time it might take up to 75 days to get it sorted out

so I called again
John told me I am SoL
and that is with UPS tracking and signature confirmation

how do I go about filing fraud with police dept in another state?
