I don't think there is a reasonable explanation for Goofy. Well, maybe drug experimentation.

Pluto is an archetypical dog - he barks, he wags his tail, etc.

However, it is likely that Goofy is a juxtaposition of several myths, ideas, and thoughts of his creators, and is designed to allude to more than Pluto.

Or, it COULD have been drugs. But there wasn't much heavy stuff in the 1920s.

I'm not absolutely conviced that "PLUTO" is a dog, but I'm sure at all that in greek it means "wealth".
