HDD wont show up in "My Computer"

I know I have to sync my new HDD but I forgot how too, I have a 1TB Internal HDD that I just installed but I forgot how to Sync it to the PC.

I am running Vista 64.

Click Start > Control Panel > System and Maintenance. Under the Administrative Tools heading, click Create and format hard disk partitions. Your drive should appear in the Disk Management window where you can format and partition the drive.
