Creating a local database

I am not sure if I'm on the right track. But I would like to set up a local website that hosts a database. I have done this before using MySQL, ip address localhost; but I would like it to use a local ip in my subnet so that it can be accessed from any computer on my LAN. Do I need to use MySQL in conjuction with IIS?

Are you wanting to access the Database from another computer, or the website from another computer?

Yes. I did this with a Raspberry Pi, installing Apache. I'm just wondering what the process is for a Windows machine.
