bandwith test

I have a ADSL connection and sometimes it goes ridiculous slow. I run spy-bot and ad-aware, none of them works. after few days it just happen fine. Is there anything to do with ISP's or..

Can I ask how do I measure the bandwith of the internet connection that i am getting? Is there special piece of software or any network commands?

that the results will vary from site to site and you have to average
them to get any kind of idea what the speed might be.
