Access Denied when trying to utilize Recovery Console

I came in to work this a.m. to find that my anti-virus server ( an XP machine) was in trouble. I rebooted the box, and was greeted with this error "Windows could not start because the following file is missing or corrupt: WINDOWS\SYSTEM32\CONFIG\SYSTEM"

I tried to use the LKGC under safe boot, but this didn't work.

Following the directions in MS article 307545, I am now attempting to use Recovery Console with the XP CD. When I get into Recovery Console, and get to a command prompt, I try to make a tmp directory (md tmp), and it returns with "Access is Denied". At no point have I been prompted for an administrator password, so I don't understand why I'm seeing this error now. Any ideas? Thank you!
 
When entering the recovery console the very first thing you should see is the command prompt that has you choose a number to select the XP install. After you select the number (most likely 1) you should be prompted instantly for your username and password. If you dont see those screens, then there is something wrong.
