What Level does a VPN (Virtual Private Network) operate on with regards to the OSI Model and also what Level does the HTTP Proxy Servers \ and services operate on Via. the OSI Model.

Its fine, I've been looking it up and answered my own Question.

Basically a HTTP: Connection will be a Layer 7 Application Layer for the likes of hi level and the likes of SOCKS 4\5 be lower down at level 5 at the session Layer.

I think its all to do with encryption coming down the line and the exchange of information; thus hence the different layers involved at different encryption mediums.
