Power supply makes noise

Hello guys,
I have just changed my power supply and unfortunately I can't figure out how to solve that (really) annoying problem.

The power supply makes hard noise while I am scrolling the web.
I have disabled C1E, C3/C6 and CPU EIST Function.

That noise is really frustrating me, I hope anyone can solve this.

8GB RAM
GTX 550 TI
Gigabyte motherboard - GA-Z68A-D3H-B3

The only moving parts in a power supply would be the fan. It's most likely the fan bearings.

I have already stopped the fan from moving and the noise continued. It's not the fan

Are you sure its the power supply? You should use a dB meter. You can download one on the app store.
