When you right-click an item in Windows you get lots of options to choose from. One is to open or edit the file and for the case that you want to open it with a different application the Open With menu comes in handy. It's another option available in the right-click menu which displays a list of programs which are often never used to open a file in Windows.
Why would I want to keep Notepad in that list if I have Notepad++ installed for instance, this does not make much sense. OpenWithView [via Download Squad] lists all applications of that menu with the option to enable or disable them. Disabling means that they will not be listed when you open the menu.
