you buy a new psu, you now have noise that you never had before.
the first thing you do is buy another psu
 
Without any other devices to explain why the buzzing not including the squealing sound heard you have to look at all things. This happening right after buying a new supply would be the chief suspect there. That might have something arcing to ground a little if not from poor shielding. An audio type of sine wave in that sense.
 
hey i registered just to help all of you, i figured it out..
go to sndvol32.exe and mute "line in" and "microphone"
this should fix your problem

Here the Creative sound mixer was bypassed all together in XP as well as Vista. The SM being turned off solved the problem of the runer card being picked up by the sound card and boosting that.

The buzzing was simply like someone cranking up an old style auditorium pa system all the way with no signal. The other system seems to be seeing some type of electrical ripple through the supply being amped by the card if not an IF type emmission.
