is my usb controller bad?

Even though your board has solid capacitors, I'd check them anyway because I have seen solid caps blow out before, bad caps would describe your issue
 
visually or is there a program that can check them?
ill take a look and see maybe it is. my kid broke one of the usb ports a wile ago it might have shorted out
 
lol I don't even see the regular capacitors they are all silver cap tiny ones. but they all good no burns anywhere.
I donno what else can cause this inside windows system?

Obviously you stated that you may shorted out the usb port and I agree with c0rr0sive that it probably fried the usb controller
 
If none of the USB ports look physically damaged/burned, some other things to check:
Is it only happening within Windows? Have you tried running a Linux LiveCD?
