Windows 7 folder bookmarking/favorites

Hello,
I wonder if it is possible to make it so that my folders that I've added to favorites can appear on the top right corner of the file browser, just like in a web browser? Also is it possible to save folders during restart or shut down unless I closed these folders manually? Thank you!

If you use something like Clover: Clover Brings Chrome-Style Tabs to Windows Explorer. | 易捷科技 EJIE Technology

You can enable the option for a bookmarks bar, as well as have it save the folders you had open when you closed the window. You'll also get a nice main feature of having Chrome-style tabbed windows instead of multiple windows.
