Considering that that gun could mean the difference between going home and not, you would think that cops would spend more time being proficient with guns.

Ah the great failing of bureaucracy, paper work. You have to write down every **** thing. Everything has to have a form and it must be notarized and cataloged. Because if they don't know what you had for lunch then the world may end.
