You may want to go online and download the newest drivers, maybe you had updated some of those before and installed the old ones again when you reinstalled everything? Otherwise I would maybe take an air duster to the inside of the case, you'd be surprised how much gunk in there can slow down a computer when it's all over the heatsinks. You could also do the windows home keys (ctrl alt del) and check your task manager to see which process is bogging down the PC so much. Check CPU usage and memory usage and get back to us if you see anything that looks out of the ordinary.
