Expanding "Favorites" in Explorer 6 in windows 98

Could someone please tell me how I can click on "Favorites" in Explorer 6 in Windows 98 and SEE ALL of the favorites at one time.

I always have to scroll down all of the favorites to see the whole list. In windows 95, It used to spread out across the whole screen, yet in Windows 98 it won't.

I beleive you could enable a personalized favorites menu under internet options and select cascading menu or something to that effect.
