DVD Versus CD: Sending a video to another 'region'

Hi

I live in the UK. My girlfriend lives in Hong Kong. I want to send her a short film I made by post. What is the best option?

DVD-R or CD (Data or Video?)

I burn down homemade DVD-R's all the time. But no where on the packaging can I find if it specifices compadible Regions for playback. Also what about the PAL NTSC issue?

As for CD, would this be better? Just burning the .avi or .wmv file onto a CD-R and sending it? Once again, would this be compadible? Because using Nero, it asks me to specifiy PAL or NTSC for a video CD... should this matter?

Using Nero, what options would I need to specifiy to guarentee playback on her PC?

Quite important, as it's for her birthday and I don't want to send something only for it not to play!

Detailed advice would be appreciated!
 
Burn the data on to a DVD as a data disc. It works on any comp as long as she has windows media player.
 
i'd prefer if i could just burn it as a normal DVD. But I can't find information anywhere to tell me if DVD-R's are region specific?
