windows xp os - unable to download from internet

I just reconfigured my laptop, a Toshiba Satelite, and although I can gain access to the Internet using Internet Explorer or MSN, whenever I attempt to download anything like version 7 of Internet Explorer, nothing seems to occur, i.e., my CPU utilization is zero. Help!

Try to download Internet Explorer 7 from Windows Update and see if that helps.

Have you got the correct drivers for your modem or ethernet adapter? Have you gotten all your updates? Have you allowed these applicatiuons to be allowed thru your firewall?
