dvd drive seen in BIOS not windows

i hooked up my new dvd burner and when i look in BIOS it can be seen but as soon as windows is up there is no power to the drive or anything i also have 1 other drive hooked up that is SATA so im thinking that maybe the IDE drive isnt being seen bc of the SATA drive the drive didnt come with any drivers or anything so if anyone can help it would be nice
 
Please check your device manager to see if the drive appears under it.

Also, have you set your drives to the appropriate master and slave?
 
i looked in device manager its not in there and in BIOS it says that my DVD burner is on IDE channel 1 slave and that my SATA DVD ROM is on IDE channel 3 master
