Is Task Manager > Performance the best way to monitor performance? How about for the GPU and other components?
 
What OS do you have?

Windows Vista and 7 come with performance monitor which will allow you to monitor and measure specific attributes of your computer like GPU, CPU, RAM, disk usage, etc.

All of which are worthless unless you know what baseline you should be at. So its usually best to use these tools when you first install windows fresh to see what your PC should be running at optimal time.
 
Click Start, then type perfmon, and press enter. Should show you the Microsoft performance.
