Internets in French?

okay, so this problem has been around for about 8 months.

Basically either my ISP or something else thinks I live somewhere that speaks French, Firefox, Chrome, youtube all give me french results for searches and take a long time to load.
for about 1 week, something changed, everything was back to English and pages loaded fast. But as luck would have it, something changed again and back to french results I go.

When I check the settings on my browser, it says I have selected English, but EVERYTHING is in french, although it gets translated to rough English through the auto translator

So I have no idea what is wrong and I am at a loss.

my ISP is Shaw
I am on a Samsung Laptop i7 OS, 64 bit.
Windows 8

Have you checked the Language and Location settings under Control Panel?

Yha as Carny said, check your location, plus your settings. The computer could be stuck in Cdn french.

You don't happen to be Quebec are you?

Also maybe check your ip, and see if it's registared in Quebec.
