If a netbook is struggling with Excel something is wrong with it. The Atom cpu's found in most netbooks are roughly on the level of the old Pentium 4's and Athlon XPs that many companies are still using for office work.
I would never suggest running a Server based OS on a netbook. I would never suggest running a Server based OS as a normal OS. They are not made to be used for this purpose.
