Well if he's worried about mom and pop seeing/removing things from the Add/Remove dialog, he can simply install his apps to his profile only, instead of to all users. But like said above, that won't prevent anyone with knowhow from removing the app manually.

I'm having a hard time seeing any case for this other than gross paranoia or some other nonsense.
