Default New Build

Hello, I'm here for a freind who want to buy a computer in the near future.
I myself have been out of the computer world for about 6 month, sure my computer still run's all the stuff I throw at it but it's probobly not top of the line.

I have a few questions
1) Is this a good time to get new parts?
2) Is there something worth waiting for?
3) Dual core or Quad core?

He's got about $1300, but he can go over by $300 more if it's REALLY worth it. MONEY IS USD, not that it really matter's anymore... between Canada that is.

He has, Monitor, Keyboard, Mouse, Speakers, DvD burner, 1 harddrive (320GIG).

I just want to see what can he get for that much.

1. As good as any.
2. There will always be better parts over the horizon. Just build when you want to.
3. Quad with a $1300 budget.

You can get a pretty nice system for that much.

Since no one else replied, and I'm bored, here is a pretty good system:

Newegg.com - COOLER MASTER RC-690-KKN1-GP Black SECC/ ABS ATX Mid Tower Computer Case - Retail
Newegg.com - GIGABYTE GA-P35-DS3R LGA 775 Intel P35 ATX Intel Motherboard - Retail
Newegg.com - Intel Core 2 Quad Q6600 Kentsfield 2.4GHz 2 x 4MB L2 Cache LGA 775 Processor - Retail
Newegg.com - CORSAIR CMPSU-520HX ATX12V v2.2 and EPS12V 2.91 520W Power Supply 100 - 240 V UL, CUL, CE, CB, FCC Class B, TUV, CCC, C-tick - Retail
Newegg.com - Crucial Ballistix 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory - Retail
Newegg.com - EVGA 512-P3-N802-A1 GeForce 8800GT Superclocked 512MB 256-bit GDDR3 PCI Express 2.0 HDCP Ready SLI Supported Video Card - Retail
Newegg.com - Seagate Barracuda 7200.10 ST3320620AS (Perpendicular Recording Technology) 320GB 7200 RPM 16MB Cache SATA 3.0Gb/s Hard Drive - OEM
Newegg.com - SAMSUNG Black 20X DVD+R 8X DVD+RW 12X DVD+R DL 20X DVD-R 6X DVD-RW 12X DVD-RAM 16X DVD-ROM 48X CD-R 32X CD-RW 48X CD-ROM 2MB Cache SATA 20X DVD±R DVD Burner - OEM
Newegg.com - Tuniq Tower 120 P4 & K8 CPU Cooler - Retail

Total comes to about $1150 before mail in rebates. Then if you add shipping and an operating system, should be about what you're looking for.

I guess if you already have some of the parts, then you can leave those ones out.

**EDIT**
I realized I had the IDE version of the drive, and not the SATA3.0 version. You'll definitely want the SATA3.0 version.

Also, as mentioned below, the Q6600 and 520HX might be better bought from ClubIT.
