Boot order & HD problems

I installed a new seagate hard drive and formatted the drive. I wanted to upgrade from win98 to winxp, I changed the boot order in the setup screen to boot from the winxp CDROM boot disk. When the computer restarted after windows finished installing, I changed the boot order to the HD but the prompt requested that I "insert boot disk" and did not start windowsxp?
I ran diagnostic check on the HD connections, and the motherboard recognizes the HD.
Im confused, why doesnt windows boot from my new HD?

Maybe you have multiple hard disks? If you have multiple options, like IDE0, IDE1 etc, try all of them.
