I ran it and i had a 103ping, 9976kbps download, and 364kbps upload. I have Time Warner road runner and I know I should be a lot faster then that.

I downloaded TCPOptimizer.exe program and tried to use the optimize settings, but I cant get it any higher. any help would be appreciated

Unless you are right on top of the main hub for Road Runner you will never get the speeds you are supposed to. I have Road Runner as well and i get about 75-80% of my speed even at 2AM when it is the least busy.
