I have 2 houses and both with dial up and same isp's. Why is it faster at one house than the other?
 
the wireing inside the house can make a big difference. if you have old wireing it will only allow for a 28k connection while newer wireing will allow for 50k. check connection speeds at the houses to see if this is the case.
 
I tested at pcpistop.com and the download is twice as fast. Its about 35-39k compared to the other house's 18-19k. But what gets me is the upload on the slower download connection is 40k, so it says...
 
Its all about the telephone lines in your area and the number of switches between you and your telco. Noise on the lines also have a lot to do with it. This is why it is still pretty common for dial-up to only connect at 28.8 or 26.4. 19.2 or even 14.4 are still common in rural areas that haven't recieved phone lines upgrades in 30+ years.
