whats the point of downloading forceware etc?

Ive just put another GPU in my pc and installed the driver and just played Battlefield 2142, theres no difference in when i was playing with the latest forceware installed to when im just using the basic driver.

Is it just meant to get you a few more frames per second?

It's probably meant to fix things or optimize performance in other games as well.

Sometimes colors aren't displayed correctly, issues with different games, and operating systems and what not. That is why they release newer drivers.

Hello,

The point is that the newer driver fix bugs and other issues. Some games may not play right with the default driver while the new drivers could have the fix that allows the game to play right. To check the updates to each driver and if you should update will be found with the changelogs.

But it is always a good idea to have the latest drivers. For every and all components.
