Yes turbo boosting is technically overclocking and doesn't pose any problems seeing as it is a stock feature. It is not controlled by the user except in the sense of on and off. I have Turbo boost on my i5 laptop it turns on and off depending on the circumstance and runs just fine. OCing on a laptop besides that is pretty much not possible or recommended. To OC a laptop it would take 3rd party OC software which is never recommended. This goes for RAM aswell. GPU overclocking is plausible but not recommended it's truly a case by case basis on whether or not you should do it.
TO SUM IT UP: It's not worth OCing a laptop. Too much heat and instability.
On a side note I highly recommend that notebook regardless I've used an earlier model and it was an absolute beast.
