The best one is not a download, as it is already part of Windows. MSCONFIG. Uncheck any and all you can live without.

Next up, O&O Defragger.
|MG| O&O Defrag 2000 Freeware Edition 3.5.562
|MG| O&O Defrag Professional Edition 10.0.1634
The Pro ain't free (other than first 30 days), but it is worth every penny.

For a faster boot, DL and use BootVis (with XP, dunno about Vista).
|MG| BootVis 1.3.37.0
How to use it

If you look, I don't have WUs showing... It has Overall ranking instead.

How is this better than CCleaner? or will CCleaner suffice?

CCleaner does not defrag your system; CCleaner clears temp files/cleans up the registry. O&O, on the other hand, is meant to defrag your hard drive in the background, or on a schedule, better than the default windows defrag can do.
