I don't think that its Outlook Express thats doing this to you. I think that it's your security software that is blocking download. The reason that it would be doing so is becuase there is some sort fo virus or malware or spyware in the attachment. The best remedy, IMHO, is to request that the sender send you a clear text copy. Meaning that the sender uses a copy and paste to copy the text to an email rather than attaching it. The difference is that viruses, spyware and malware can't hide in clear text without showing themselves.
