When you re-install windows(xp), is it only meant to install once, or can you keep installing it on the same computer with the same cd key? I thought that was the case, but recently I heard it's only meant to activate the first time. Please help me out, thanks.

Yes you can install on same computer as many times, as long as it has the same hardware, if you change your components more then 5 times windows XP will fail to install because of the computers manifest
 
You can install Home and Pro 3 times, then you need to call MS and get another key. If you change I think its 3 peices of hardware or maybe even one mjaor peice, you have to activate again. The only way you can install as many times as you want without getting another key is to use a volume license which never ever needs to be activated.
