I'm 99% sure its not the fans, electricity does make a buzzing sound sometimes.

if electricity is jumping any distance because some sort of gap is being created somewhere then it would make noise, i think . im no electrician but why not just deal with it? instead of dropping money and wasting time worrying about it...

Gosh it sounds like it really bothers you. Its not anything getting crazy about. Powersupplys are a dim a dozzen. Just replace the damn thing and its over....
