Finished building computer, it is slow!

In regards to the hard drive space that is unaccounted for, that is normal. I have 2 hard drives, 250gb and a 320gb. The 250gb only shows 233gb's and the 320gb only shows 298gb's. I think the bigger the hard drive, the less it shows. Did I say that right?
