CPU fan question in middle of build

Well when i plugged my tuniq into the 4pin cpu fan slot it didnt work, but it did on the 3 pin sys fan slot and it worked, i may do it molex now, if its better.

Ye, mine is running at full speed and maximum is 2150 and sometimes it goes down to 2136 but ye..... Its doesnt even make any noise at all. Not too loud.

Edit: My GPU is spinning at 1500RPM and its only 60% of it. How can you adjust it so its 100%?
