XP starts, blank screen

PC shut down during storm. Ever since having trouble with Windows.
I get blank screen with Windows starting (eg. Windows audio comes on) majority of the time. Windows screen does come on occasionally.
I have very small amount of data (4 KB) in bad sector (after running chkdsk). Told me "ntkrnpla.exe" was deleted or not found. I repaired boot disk sector but did not help. And XP only boots w/BIOS basic default settings (will not boot w/optimum settings) fyi: WD Blue Hard disk: 250 GB w/95 GB used, 1 yr old.
I tried booting two other hard drives w/XP installed and with same result.

Sound like Mobo and/or CPU problem(s) on top of an HDD issue? (Graphics card issue less probable?)

Troubleshooting:
- Removed BIOS battery once.
- Reset graphics card in socket.
- Checked monitor connections and used monitor "Reset" button.
- Scanned for viruses.
No improvement after performing the above.

Belkin 12 outlet power strip (at least 3800-4200 Joules)
Software: Avast AV, Spybot, Malwarebytes
