The Send Operation Failed Because the item was deleted before it was sent

Can anyone please help with this error. Win 7, 32 bit, Outlook 2007.

We have users here that get this error when they try to send an email.

Has anyone ever resolved this issue??

Is this happening to all emails? If not, do the ones that get this messages have attachments?

Some have attachments some do not, it's very random. What's odd is the message will be sent to draft folder and if the user sends from draft it it sends without any issue.
