Port scanning reveals FTP port is closed - yet I forwarded it. Thoughts?

I was trying to get FTP working on my computer just-because and FileZilla kept yelling at me that my router was tainting the connection. There's no firewall in this situation.

I forwarded port 21 to my IP with both TCP/UDP, and yet FileZilla STILL yells at me. So I did a port scan on my gateway.

Relevant Results:

PORT STATE SERVICE VERSION
20/tcp closed ftp-data
21/tcp closed ftp
23/tcp closed telnet

If I forward a port on my router, that's opening it - right? Why would my scanner be saying it's not forwarded? I'm looking at my router config clear as day and it's forwarded.
 
No, your port will be considered closed if the Firewall is blocking it (are you absolutely certain the firewall is off?) Also if the FileZilla server isn't actually live or is live on a different port than you would get that output as well, check your settings and that FileZilla server is running.
 
I'll assume you are being a NAT?

Have you done the following:

Edit - Settings - Passive Mode Settings
Use the following IP: insert_localPC_address --> read the blob on the right hand side about NAT.

I as well I check the bottom 2 boxes and use custom port 21.
