Get A+ and Net+ first, that makes the most sense. People with no experience typically get their start in IT as repair techs or as help desk/phone support. When you have no experience, entry level certs like A+ help you stand out from other applicants with no experience.
Getting a CCNA or higher as a way of breaking into IT isn't recommended. Just do a google search for 'CCNA no experience.' I mean, you could get lucky and find an employer willing to take the time to train you, but I wouldn't count on it.
Another way to go would be an internship that leads to employment. A lot of them do require experience, but some don't and only require a degree.
