how do i remove incomplete winxp home install?

i have a dell optiplex gx270 n i jus replaced hard drive so i tried to install xp home onto it and it didnt complete due to scratched cd....now when i retry to install wit new cd it doesn't work....it says ' setup is restarting and then restarts......please help

Use GParted and format the partition on the HDD. Guide in sig.
