Having Issues with 1 Computer

Well the issue still persists. My brother refuses to let me take a look at his laptop, HP denies that there are any bandwidth programs that come with their Notebooks (Assistant/Helper Programs and what not), and I have done everything I can on my end as well as the Router to lower his QoS. What could it be?

I've set him to a static IP address and blocked outgoing connections to and incoming connections from his computer to make sure that there is no direct interference from his computer to mine. The problem is still there despite this which means that his laptop is affecting the whole network.
