If you think it is the shops responsibility or not, doesnt matter. People can and will sue you if something happens and they would win. Cause they are technically customers at your shop at that time. Even if they are not in the building, they are on the property.

Well at least someone has the same strain of thought as me.
I'm no lawyer but i think you would really struggle to sue a shop if you got to cold outside in this country. We don't have anything like the same sueing culture that you have over there, although it is slowly turning that way.

It wasn't all that bad till people started to sue mc donalds for making kids fat.... Pitiful so many people won those lawsuits.
