yeah distilled water and biocide is the best coolant. He should'nt need another pump unless hes going to be running for two gpus and some chipset action. Burns loop is great +1.
As for the card problem, i would say wait for the 5890/5xxx refresh which should be due once the nvidia 4xx start hitting shelves a bit more.
