usb locked? why dont they use somthing smaller?

hey guys, i recently got hold of USB stick that was given out during this seminar. Its a one gig USB stick and it's only carrying 46mb's worth of files in it. And i cant format or use the thing for storage..

how do i format the thing and remove the lock or whatever thats on it.
